Parent Cooperative Community provides individualized, trauma-informed wraparound for post-adoptive families across California. County-funded through AAP at no cost to qualifying families.
A Wraparound Provider That Meets the New Standard
California's High-Fidelity Wraparound certification deadline is December 2026. PCC completed certification early, through UC Davis, ensuring that every family we serve receives care that meets the state's highest standards.
If you're placing families with providers who haven't started the certification process, those services may not be available after December 2026. PCC is a verified, long-term referral partner.

Why Refer Families to PCC
Already UC Davis Certified
PCC completed California's High-Fidelity Wraparound certification ahead of the statewide mandate. Our policies, procedures, and standards of operation have been reviewed and approved. Many wraparound providers in the state have not yet begun this process.
Post Adoption Specialized
PCC focuses exclusively on post-adoptive families. We do not serve foster care, general mental health, or other populations. This specialization means our entire clinical model, from intake through graduation, is designed around the unique attachment, trauma, and behavioral dynamics of adoption.
Led by Helene Timpone, LCSW
Helene is an internationally recognized therapist, trainer, and consultant specializing in adopted children with severe behavioral challenges. She has over 20 years of experience in attachment and trauma therapy and personally trains every PCC clinician. Her methodology is evidence-based and outcomes-focused.
County Funded Through AAP
Services are funded through the Adoption Assistance Program. There is no cost to qualifying families. PCC handles all authorization, documentation, and billing, reducing administrative burden on referring agencies.
Zero Placement Disruptions
PCC's mission is to keep families together. Our individualized, team-driven approach stabilizes families facing crisis, preventing residential placement and preserving the home environment.
What Referred Families Receive
Each family is assigned a dedicated Child and Family Team (CFT):

Single point of contact. Organizes team meetings, guides the care plan, and ensures accountability.

Trauma and attachment specialist. Clinical assessment and ongoing therapy.

In-home and community-based support. Navigates systems and accesses resources.

Lived adoption experience. Provides peer support and guidance to caregivers.

Peer support for the child or teen when appropriate.

Do I Qualify for California Wraparound Services?
Our services are available through Senate Bill 163 (SB 163) funding, designed to prevent adoption disruption through comprehensive family support.
A family may be eligible for PCC's wraparound services if:
Child is under 18 years of age (or up to 21 with active AAP and prior Wraparound history)
Child was adopted from California
Family currently resides in California
Family receives or qualifies for the Adoption Assistance Program (AAP)
Child presents with emotional, behavioral, educational, or relational challenges requiring intensive support
Child is at risk of placement outside the home (including residential, STRTP, or group home)
Child is transitioning home from a higher-level care setting
Child may meet medical necessity criteria for wraparound services

About Our Clinical Director
Helene Timpone, LCSW, is an internationally recognized therapist, trainer, and consultant specializing in adopted children with severe behavioral challenges. With over 20 years in attachment and trauma therapy, Helene personally trains every PCC clinician and oversees all clinical operations.
